With your level of success, I am not qualified to advise but can only share what I have found works for me.
I went to 17 twist -3 groove for HBR 3 years ago. I use a 118gr- 7ogive Bib bullet. I also use a sand filled front bag on a windage top with side squeeze capability. The bag is not packed hard but is not sloppy either.
I have found that this barrel and bullet combination produce much less torque than the 15 twist barrels and the 134gr bullets I had been using. I have also switched to a stock that lets the barreled action sit lower which also seems to have reduced torque.
I just put together 30BR in HV configuration. I used a HV taper 17 twist -3 groove barrel and the same bullets I use in my HBR rig. I shot it for the first time 2 weeks ago in LaGrande and it produced 21X's. I am currently bedding it in another stock that will let it set even lower. I anticipate it will reduce the torque more. You know how it is; my friend Larry Cribbs has suggested I keep improving things(changes) until what I have doesn't work at all. but, I still have the stock that I used last time so if this is not an improvement, I can change it back.
I made an adaptor plate with a 3" front bag for my Bald Eagle rest so it is easy to change from HBR to HV. I packed the 3" bag to the same level of fill as my HBR bag; seemed to work well this way.
I hope this information is of use. If I have left out any details that are relevant ask or/ advise me as to what may work better. I am definitally a work in process.
