Hello and welcome to this board. I have owned a couple of Ruger 10/22's so my response to your rifle's problem is based on limited experience but here goes..... .Your rifle's feed/funtion problem poses a few questions, how many rounds do you fire through the rifle before you experience problems and what brand of ammuntion are you shooting? The only feeding and/or function problems I had from my 10/22's were associated with ammo that had a heavy wax lube on the bullet such as in some match ammunition, high velocity ammo with a "dry lube" normally funtions the best. Another problem could be your magazine, is it a Ruger mag or an aftermarket? Some magazines have plastic "feed ramps" and when they wear they can cause problems, check for wear in this area. If you have access to another magazine you may try switching mags to see if this is where your problem lies. Magazines must also be clean and free of oil...the oil only collects debris which will cause problems, you may try spraying the mag with a cleaner such as "Remington action cleaner" or "Birchwood Casey Gun Scrubber"to remove any burnt powder and debris, these spray cleaners will flush out debris ,dry quickly and leave no residue.  The Ruger normally funtions well with minimal cleaning, good luck with your Ruger 10/22.
