I bought a new ruger 10/22 from walmart and it has problems, it would only fire 50% of the time so I returned it to the manufacture and now it fires ok till it gets so dirty from the gun powder that the clips will get clogged.  If you look on the side of a fired shell it is burnt on the outside of the shell, about 1/4 of the way down, only on half of the outside of the shell..  Is there somebody that has had this problem and how do i fix it?
