It is intended to limit number of useable actions in HTR class. And to not allow single shot actions. In actual practice probably the only non custom actions used are Rem 700, 788, 600, etc. I do not believe a glued in follower is legal in either organizatiion. And any NBRSA LEGAL Htr rifle can be used by an NBRSA member in IBS shoots.
The strange wording in IBS rules about magazines is because many rifles shooting 6 BR or PPC (which is legal in IBS Var-Htr class only) will not actually feed from magazine so it is only required they be capable of holding the rounds.
