210M Federals have looked like that for a long time.  The guy at Federal who answered your email is correct:  the variation in the amount of red sealant doesn't seem to cause any accuracy problems.  Just shoot 'em and don't worry about it.

(Note, by the way, that Winchester WLR primers seem to be as good as the 210M, and don't have goop all over them.)
