
Hello all. This is our (Steve Grosvenor (right) and Jason Stanley’s
(left) ) second year of running the postal matches. Francis Becigneul handed
over the reigns to us for the 2008 postal season. Our first year was more of a
smaller postal match with 20 shooters mainly from the Midwest. This will be
our first year of going worldwide. Our goals are to bring new shooters into
benchrest and to make it as fun as possible for all shooters. We have begun to
solicit prizes from manufacturers and vendors.
POSTAL
MATCH RULES FOR 2009
Classes
Varmint for Score. (VFS) These are benchrest rifles that weigh no
more than 13.5 pounds. Forearms can measure no more than 3 inches wide. These
rifles must meet all other IBS and NBRSA guidelines.
Hunter/Varmint Hunter Class. These rifles can weigh no more than
10 lbs. Forend is no wider than 2 1/4”. Scope limited to 6X. Hunter rifles
must meet all other IBS guidelines.
Custom Class. Custom rifles fall between VFS and factory guidelines. These are rifles that have had a new or custom barrel installed and do not have a factory chambering. Factory rifles that have a custom trigger installed fall into this class. Any rifle that comes out of a factory custom shop will be classified as a custom rifle.
Factory Class. This is the toughest class to put stipulations on. What might be factory at one range might not be classified factory at another range. For the purposes of the 2009 postal, these are our stipulations for the Factory Class: These are rifles that are essentially rifles as they came from the manufacturer or are factory produced. Rifles that are produced by manufacturers with the primary intent of target use or competition will be considered custom. If the manufacturer describes the product as Semi-Custom it will be considered custom for our purposes. The barrel must be a factory barrel and must be chambered in a caliber as it came from the factory, rechambering will not be aloud. The rifle must be able to accept more than 2 rounds (exception = factory Encore systems) These rifles can have very minor modifications from their "out of the box" configuration. Actions can be bedded and barrels floated. The factory trigger can only be modified to improve trigger pull and creep. Any rifle that comes out of a factory custom shop will be classified as a custom rifle.
We want this class to be the "spirit" of factory. If you have any questions about whether your rifle fits the Factory Class or the Custom Class please call or e-mail Steve. Thank you for your understanding.
Distance
All
matches must be fired outdoors at a measured distance of 100 yards.
Match Rules
All matches are standard IBS Score Matches or Hunter/Varmint
Hunter Score Matches if you are shooting Hunter/Varmint Hunter Class. That is
to say, you will receive five targets with five record and one sighting bull
printed on them. As in IBS, scoring the half inch bull shall be valued at 10
points. The next ring will be valued at 9 points, the next at 8 points, and so
on down to 3 points. Any shot outside of the rings and in the square are valued
at 2 points. The dot in the center is called an “X”. It has no additional value
and is used to decide the winner in all ties. Ties will be handled as
explained in the IBS Rulebook and are as follows:
6) Ties
a. Match Ties
(a) Match winners are to be decided by score, then score plus
"x" count, then miss and out starting with bull number one and
continuing through bull 5.
(b) "Miss and OUT" is the dropping of an
"X", 10, 9, etc.
(c) If a match is still tied, it is broken by the "Miss
and OUT" system of the next match.
(d) In match 5 the yardage aggregate placing breaks a tie.
b. Aggregate Tie To break a tie in range aggregate, go to
the first match and break the tie by score, then by score plus "X"
count. If the tie still exists go to match 2, match 3, match 4, and match 5. If
the tie is still not broken, use the "Miss and Out" system starting
with bull number 1 on match 1 and proceed until the tie is broken.
c. Grand Aggregate Tie To break a Grand Aggregate tie, go to the
range aggregate of the first yardage completed. Use the highest score to break
the tie. If tie is not broken, go to first match of first yardage completed and
break tie by score and then by score plus "X" count. Then use match
2, 3, 4, and 5 if necessary. If this does not break the tie, proceed to the
matches fired for the second aggregate. If this fails, return to match 1, bull
1 of the first yardage aggregate and use the "Miss and Out" system.
Proceed until the tie is broken.
A shot’s value is dictated by the “best edge” method.
In the event that there is more than one hole in a record target, the
shot with the lower value shall be the score given. If your FIRST shot at the
sighter is outside the sighter square and hits in a record square I will give
you an alibi and you may shoot again at that record bull. Your sighter target
is in the lower right corner of each target.
You may submit a set of targets that have been fired in organized matches
provided those targets were fired during the time limits of the postal match
that you are sending them in for. Those targets must be dated and signed by the
match director at the match. You should give instruction in writing to the
match director before the match that you intend to use the targets from that
match for your postal match. In this way he knows ahead of time that you will
need your targets signed by him after ward. If you are going to submit targets
from a match you must notify us before the match is fired. Those match targets
only can be submitted. All the targets for one postal match must be fired in
the same organized match or in the postal match for that time slot.
In the event there are any conflicts, Steve Grosvenor's decision is final.
Shooter's number
Each
shooter will be assigned a number. That number along with the match due date
will be on all targets. Participants that paid for all five matches – your
targets will be mailed to you all at once. You must use the targets that are
designated for that match. Meaning, the shooters name, number, and date must
all correspond for that particular match. If you fail to shoot a match those
targets, for that match, are invalid.
Teams
There will be four person teams within each class. If you wish to be
placed on a team let Steve Grosvenor know. If you have a four person team
indicate that on the entry form. There is no additional fee for teams and the
team structure is encouraged, as there are prizes for successful team participation.
Match Schedule

start date is Tuesday Feb 17, 2009
Targets
for Match One must be returned to me with the postmark no later than May 12, 2009. If you are returning targets from an organized match, it must be contested
between February 17, 2009 and May 12, 2009.
Targets for Match Two must be postmarked no later than June 30, 2009. If you are returning targets fired in an organized match, it must be
contested between May 13 and June 30, 2009.
Targets for Match Three must be postmarked no later than August 18, 2009. If you are submitting targets from an organized match, it must be
contested between July 1 and August 18, 2009.
Targets for Match Four must be postmarked no later than September 22, 2009. If you are submitting targets from an organized match, it must be
contested between August 19 and September 22, 2007.
Targets for Match Five must be postmarked no later then October 27, 2009. If you are returning targets from an organized match it must be
contested between September 23 and October 27, 2009.
Awards
* Cash paybacks for top 3 finishers in each class for
each match. (Amounts will be determined after entries have been received)
* Match winner lapel pin awarded to the top finisher in each
class after each match.
* Certificate awarded to the top three finishers in each
class after each match.
* Plaque awarded to the season champion in each class and to
the members of the championship team provided there are three teams in that
class.
Prizes
Various individuals and companies have donated some very nice
prizes. In order to be eligible for the prize drawing, you must have paid for all
five matches by April 7, 2009. At this time, January 2, 2009, we are
soliciting prizes from manufacturers, vendors, and individuals. These are the
prizes we are promised: TBA All door prizes will be drawn
before the first match is due. In the event that we get more prizes as the
season goes on, we will have another drawing at the end of the season. In
order to avoid any controversy, Steve Grosvenor and Jason Stanley will not be
in any drawings, but will still shoot in the postal match.
If you wish to contribute a prize, send a certificate
for that prize to Steve. The certificate will be sent to the winner and they
can make arrangements with you to receive it.

Distribution
We are still knocking on doors for
donations. The method of prize distribution hasn’t been decided yet. This will
be dependant on the number of entries and prizes donated. We will decide on the
method of distribution before the first match is turned in.
Fees
The
entry fee for each individual match will be $15.00 per class. If you choose to
have all the targets for the five matches sent to you at one time, the fee will
be $60.00 per class.
